Shepherd HQ was built by Thomas Perry, a believer in Dallas, Texas.
Guided by the Holy Spirit, layer by layer, concept after concept, prayer after prayer—he built this without anyone else. No venture capital. No co-founder. No advisory board.
The AI triage wasn't designed in a corporate boardroom. It emerged from asking: "How can I help shepherds tend their flocks when needs slip through the cracks?"
The routing engine came from asking: "What if the system knew who to call, so no one gets forgotten?"
